That has been debated here many times. Curious where you got those statistics from...do you have a link to the source?

Total registrations of IDN.jp have fallen in each of the last 9 Months.

Based on past threads, the concensus seemed to be that both idn.com and idn.jp have good future potential. Some liked .com better, some liked .jp better. For geo and city names, .jp is taken by the registry for the most part, so .com is the only play there. There was also a feeling from some native speakers that .net will also do well in Japan. For the top tier of names, quite a few idn.biz have been registered by locals as well.
