Hi,
It is the official name of Japan like "United Kingdom of Great Britain" for England or "Federal Republic of Germany" for Germany.
It means "State of Japan" and doesn't specify any politic regime, i.e. neither republic nor kingdom, nor empire nor socialist republic etc.
Japan adopted this odd name because Americans couldn't decide the fate of Japanese emperor just after a Japanese defeat of WWII:yes:
Anyway, the cover of Japanese passport mentions 日本国 in Japanese and Japan in English.
Take care
