I believe this is Faisalabad, which is a city with around 3mil population. What language is it in though? It has really low google, and it has a wikipedia page, but can't be translated by google, and the prefix is "fa" (fa.wikipedia.org). I wonder whether anybody can help me with this.

It should be Persian.
fa stands for Farsi, the Persian language.

Well to give you an idea of the number of Google Search Results are achievable:

I would also say that we have consistently used Google to determine viability of names ever since Arabic characters first became searchable. There were hiccups in the early days and Google results did bounce around a lot and results have only ever been comparable within a script, but this has consistently proved the most reliable guide when online dictionaries have proven to be total garbage. On the basis of that experience but with no real linguistic capabilities, I would have to conclude it is a dropper.
