In what cases, can IE7 display Unicode?
I tried a few Chinese.com but they all display PUNYCODE.

Did you type chinese directly into the address bar, or type punycode and expect it to convert?
English IE7 or Chinese version?

I typed the Chinese in. and it converted to punycode.
I downloaded the English IE7 version. Anyway I can switch it to Chinese version? Or I need to redownload?
What other factors might influence this behavior? OS settings, Encoding settings, even TLDs?

I'm reading this:

It says:" If the domain name is contains characters outside of the user’s chosen languages, it is displayed in Punycode form to help prevent spoofing."
But I don't know how to "choose" Chinese as my "chosen language"

You can add more options for display:
Goto Tools --> Internet Options --> Laguage --> Add...
I tried my http://www.财务.com Works ok, and it even displayed SC Chinese landing page.
