How can a domain be multilingual the domain itself is only a valid word in one language?

Some kanji symbols/combinations have different meaning in chinese and japanese. Some words have different meanings in finnish and estonian. Same with german and swedish. Öl = oil in german, öl = beer in swedish.

Yes, but some of them don't. How can sedodo judge that? And why aren't all their domains checked to see if there are multiple meanings in different languages, and then marked 'multi-lingual'?
