dot xxx is likely to be a gtld failure like .mobi.

National govt's are going to block second level domains.
then it becomes a proxy server hunting issue for finding access etc.

ICANN will demand the thick whois regime.

And they will not get delegated until after the first new gtld group goes through.
ICANN followed the court order.

.xxx in the root in 2011 is a pipe dream.
