Can anyone confirm this...or was this one of the names that may need to be re-auctioned?

If this was the actual selling price, and knowing there are a very large number of Russian/Ukranian Forex companies...I am curious to know what value would you estimate Форекс.com/кom to be.

According to RU-CENTER's whois (https://www.nic.ru/whois/?query=%F4%EE%F0%E5%EA%F1.%F0%F4), the name still belongs to RU-CENTER. In theory, the top bidder and second-highest bidder each have 10 days to pay, but it appears that no one has paid yet. My guess is that it will have to be re-auctioned.

As I understand it, the domains cannot change ownership until after a year's time.

That's right, but auctions seem to be an exception. Names that have been sold at auction, and paid for, have already been transferred to the buyer. For instance, the whois (https://www.nic.ru/whois/?domain=xn--k1agap.xn--p1ai) for лото.рф, reportedly sold at auction for $30,000, shows that it has been transferred to a new owner (RU-CENTER no longer owns it), and delegated.

It may well be that the 20,000 or so names that were purchased by the various registrars. (on behalf of clients or otherwise.) may still show RU Centre Whois Info.
Time will tell, I guess.
