This isn't really news, except it's news to me.

I just found out that it is possible to register IDNs in the .kz (Kazakhstan) ccTLD. I don't know if this was ever announced, or whether there was a sunrise period. Anyway, locals have slowly been accumulating domains: я.kz and погода.kz went in December 2009, пицца.kz in June 2010.

According to 101domains .com, registering IDNs in .kz is not possible; I guess someone should let them know.

I haven't tried registering anything myself, because I prefer to hide behind privacy protection. But if you can read Russian (or if Google translate does the job for you), you can register .kz domains at a registrar named DNR (dnr .kz) for $18 per year. They claim to take credit cards and Webmoney, and there don't seem to be any residency requirements. (This is not an endorsement of dnr .kz; I haven't tried them, and don't know anything about them, but they had a reasonable looking web page).

According to this post (http://www.idnforums.com/forums/27008-kazakhstan-wants-%D0%BA%D0%B0%D0%B7.html), Kazakhstan is applying for the .каз IDN ccTLD. No word, of course, on whether owners of IDN .kz will get IDN .каз, but that would be a nice bonus.

It had been possible to register PUNYCODE in many extensions where IDNs were not advertised. Unfortunately, in several cases (such as .RU, .BY), these domains later got taken away. Except, in exceptional cases: http://кремль.ru/

Be careful with that, Dnr.kz shows availability on some major names but if you check on nic.kz/cgi-bin/whois those domains are gone. Probably safer to go directly through www.nic.kz (http://www.nic.kz) Its a pain in the *ss process but possible.
