Having retranslated the orginal and compared the English against the Japanese, as far as I can make out they are applying for names previously reserved under dot JP but now being released. It also seems to me that the names they are applying for are indeed in Japanese Characters. The problem with looking at translations is they tend to translate everything which can be confusing.
