I believe you understand correctly.

В сложившейся ситуации ФАС может потребовать от компании провести новые торги, в которых примут участие уже проданные ранее домены.

According to this source, (http://www.kommersant.ru/doc/1672393), RU-Center received 366MM (~$12MM) from the closed auctions. Since the money was received by RU-Center, the prices paid (http://базадоменов.рф/%D1%81%D0%B4%D0%B5%D0%BB%D0%BA%D0%B8/) were most likely real. That tells me this November (when the secondary market for .рф opens, will be interesting.
