Mai 3rd = grandfathering "sunrise" : if you have the ASCII you can get the IDN.

I use to make fun of AFNIC for their slow implementation of IDNs but now they'll be live before Verisign's IDN TLDs.

eu now I think ? Basically the same rules apply for IDN.fr and ASCII.fr

From what I can see - for .fr domains - you need to be a French citizen.

.FR restrictions

To be eligible to the registration of a .FR domain name, applicant must meet either one of the following criteria:
be a company registered under French Law
be a French resident aged of at least 18 years
hold a registered Trademark covering the French territory
be a French citizen living abroad

In addition to one of the above, the applicant must appoint an administrative contact located and reachable in France.

Please note that although no documentary evidence is required at the time of Registration, AFNIC may perform spot checks following the Registration to ensure the criteria above are effectively met. In such case, AFNIC may require the .FR holder to confirm its status by producing one of the following documents:

If the .FR holder is a French citizen, either a copy of the Passport or the French ID card copy
If the .FR holder or Administrative-Contact is a French resident, either a Tax return receipt, an insurance bill, a utility bill

What is the market like for IDNs in France anyway ??? Are they used ? Are they unpopular ?? Or is it a case of no-one really knowing anything about them ?

They wanted to open up for foreigners. Not sure whether that is in place yet.

Is already open.

Usage: The .fr web address is the french ccTLD, it can be registered by any European resident.

Restrictions: You must be a resident in the EU or Iceland, Liechtenstein, Norway or Switzerland to register a .fr web address

The Afnic database also contains a number of IDN domain names: nearly 32,000 domains containing diacritic characters have been registered since opening of the .fr zone to internationalized domain names (IDNs) in May 2012. The diacritic character most used is undoubtedly the "é" in 74% of the IDNs. It is followed by the characters "è" (11%), "ê" and "ô" (about 4%), followed by "à" (3%). Conversely, certain diacritics are not very commonly used, such as the "õ" (6 domain names apart from Afnic tests) and the "ý" (used in a single domain apart from Afnic tests). IDN domains are slightly shorter than the overall average for the .fr zone (with an average length of 12.8 compared with 13.1).

Certain domain names have been registered as multiple IDN variants corresponding to different combinations of diacritic characters (such as "fácebook.fr" and "fàcebook.fr"). These domain names correspond to defensive registration strategies implemented by holders in a variety of market sectors (food, banking, industry, internet, software, media, research, etc.). The record is 1,249 combinations registered for a single domain, followed by names registered with 34 and 27 variants. In all, some thirty domains have at least eight IDN combinations. The number of possible variants is of course related to the presence of characters capable of having a diacritic, and in particular to the presence of vowels that can be written with many different accents.

LOL, I think you do, unless you openly considered becoming Belgian - a big no no for the French
