A company that operates in a city will want to expand or present a bigger "image", and that can only be obtained using a generic term.

The phrase 不動産 is equivalent to a real estate business/person (fudousan)

住宅 is housing (Jutaku)

So basicly a person wouldn't commonly search for Tokyo Housing
They would be searching for
Tokyo Home
Tokyo Apartment

Now there are real estate business' that people do search for like

Yokohama Real Estate (It's actually also like a real estate agent)

We don't sell our "residence", we can sell our house but we still keep our residence, by renting an apartment.

But we sell "不動産" -- a product can be traded.
