Any thoughts on this? I believe it's a verb tense in spanish and portuguese (others?) meaning it, she, he, you - is/are.

As spanish speaking native, must say that its correct, but its not popular at all
Its used in presence tense like "he is in.... (certain place) for He/She/It"

people dont use it much in spanish

could this possibly be used in spain but not mexico?

It's used a lot in Portuguese. Also the short version tá.net still available...

in spanish (all variations, like mexican, spanish from spain, latinos, and so on) its not much commonly used
