From Domain Name News:

“Individuals will become an important drive for the development of websites… Opening the .cn domain name to individuals will boost the openness and uniqueness of the Internet. The new act will help the development of individual micro-application platforms and e-commerce as well. Individual online shops can possess their own .cn domains which will help their brand operation”

I suppose they "appropriated" what they wanted and now re-opened to the public.

Great news for those that hold idn.cn IMHO

Now more accessible to individuals than .us.

As for risk,I will stay with the portfolio of idn.cn I have. Not once have I been approached by CNNIC over the past 6 years apart from confirmation of whois.

I still wouldn't touch them.

maybe they can get away with that BS in China, but foreigners (for whom they now realize they miss their $'s) I imagine are little wiser having been burnt the first time.
