Why does is seem like. biz is always taken by a resident of japan?

I heard it's because foreign speculators took all the good ones while Japan was asleep at the wheel

Foreign speculators also registered ビズ.com (Biz.com), ビズ.net and ビズ.jp in 2006.

That means we are in the right place if that's what their "domainers" have settled for.

The real answer is a lot simpler.
Most of the Japanese registrars out there decided to put the order of gTLDs on offer as com net org biz

so what happened is com and net are taken, org only accepts Kanji, so next stop is .biz
