Regarding japanese katakana...is there a difference between singular and plural words?

I don't believe there is a linguistic difference between Kanja and Kana,

Do not confuse language with script.

In Chinese you can have two languages that represent the same concepts with the same symbols but linguistically express them completely differently.

Japanese in Romaji is still Japanese.

Think of it as a 2 for 1. There is no difference or distinction.

I think he's referring to katakana domains that are adaptions of a plural english word -with an extra syllable- vs proper katakana which encompasses both singular and pural.

example ツアーズ vs ツアー
