The main good thing I see in this report is the use of the word "timely" three times. They seem to understand that introducing IDN TLDs is a priority.
However, the rest of the document does not contain much good news as far as I can make out. Just lists a huge number of questions and things that "need to be decided". Including the idea of introducing *both* DNAME records and NS-records.
Basically, looks like the GNSO in discussions so far have decided nothing at all about how to take IDN TLDs forward.
