I have seen a few cases where I can reg the .cn when the .com is taken but cannot reg the .com if the .cn is taken.

one has nothing to do with the other... pure coincidence.

I have now eight out of eight attempts fail to reg the .com when the .cn is taken- 4 tries with dd24 , four with domain site.

This is with eight different names- seems to be more than coincidence?
9/10 times that's because someone has registered the trad. form .com ahead of you.

Unfortunately, it is coincidence. :-(

Have you tried a Whois on the traditional variant?

Aha :)

"If you checked an IDN that was available at the time of purchase and the order
failed for that domain, chances are the IDN you attempted to register was a
variant of an IDN already registered. This usually means that the domain name
contains native characters in one language that can be mapped to those of
another. The Verisign registry currently blocks the registration of these IDN
domain names but does not return a false check. For more info on variants you
can visit http://www.verisign.com/nds/naming/idn/learn/variants/"
