ICANN are calling for community comment on their Universal Acceptance Initiative https://www.icann.org/public-comments/tld-acceptance-initiative-2014-06-18-en
The call for comments is not just for the roadmap and is quite open.
ICANN is welcoming comments on the roadmap described. Suggestions to help foster universal acceptance will be appreciated as well as expressions of interest in the topic. Please send comments and suggestions to tld-acceptance@icann.org.
So my comment/suggestion to them was to promote teaching of IT Internationalisation in Schools/Colleges/Universities. I consider IDNs to be a subset of IT Internationalisation
