India has had the remainder of their idn ccTLDs delegated to the Root which gives them an impressive set of 7 idn ccTLDs with an impressive diversity of languages and scripts.

As we get more earnings from Indic than Chinese, Japanese or Russian, then I would not be so sure.

I have just done a search on the Hindi ccTLD and there are a reasonable number of IDNs. The Hindi ccTLD was the first of the 7 to be delegated.

The one that caught my eye, because of it's length, is

http://मानवअधिकारआपातकालीनहेल्पलाइनएसोसिएशन.भारत

I know zero hindi but I experimented with google translate and breaking the 2nd level label into words and got:-

मानव अधिकार आपातकालीन हेल्प लाइन एसोसिएशन

If anyone knows hindi please correct if I did not break into words correctly

Ah Yes:) How many is reasonable:) I considered it a reasonable number because India's IDN ccTLDs are recent and it will take time for people to become aware of them and even longer to consider using them.
