A free, personal use, Thai email address account has been available from Data Xgen Technologies for a number of years http://ดาต้าเมล.ไทย (datamail.thailand)
A few days ago I discovered THNIC Foundation มูลนิธิศูนย์สารสนเทศเครือข่ายไทย is also offering free Thai email address accounts https://คน.ไทย (people/person.thailand) & https://ทีเอชนิค.องค์กร.ไทย/อีเมลคนไทย These Thai email addresses are of the form X@คน.ไทย where X must be Thai script characters but can also include the hyphen and ASII digits.
Registration of a Thai email account is at https://คน.ไทย/ลงทะเบียน The form has fields for entry of thai@คน.ไทย and ascii@kon.in.th which I am assuming are both tied to the same mailbox. This means that thai@คน.ไทย can be used for systems that support EAI (Email Address Internationalisation) and ascii@kon.in.th can be used for systems that do not yet support EAI.
