This article is talking about improving the image of Moscow and, since moscow.com is taken, the city of Moscow is considering buying moscow.ru from its owner to build a city portal in English.

Everyone knows City Geodomains are mostly accessed by ... guess who? Not tourists! But people in the city itself!

Moscow would be better served by actually becomming a real city instead of wasting money on domains and "image", read: propaganda.

Absolutely correct, but those trying to access from outside might use this formulation. Although Dot Com is most likely.

This is why IDN will crucify ASCII.

That's right, but the point wasn't about Russian searchers, but about those who search for "Moscow" in English.

I believe that those names are trademarks of the developer of that particular real estate development. Good luck.
