from the IE blog:

The English RC1 release will be followed by localized versions in mid-September. We’ll continue with Arabic, Finnish, German, and Japanese as before but also add French and Spanish versions with this release. Web sites and applications that are compatible with this RC1 build should be compatible with the final version of IE7 when we release it later this year. (If you’re a developer or IT Pro, I strongly recommend using our Readiness Toolkit and Application Compatibility Toolkit.)

Depending on your feedback, we may post another release candidate. We’re still on track to ship the final IE7 release in the 4th calendar quarter.

localized = no "foreign" versions yet. The waiting game continues...

Ok, hands up. Who is still running Beta 3?

MSFT is ahead of schedule again (for IE7)!

Beating even RDs wildest predictions, I had this one chalked in 31st Aug.

So it looks like the schedule is going to be...

RC1 English (now) -> RC1 foreign (September) -> RC2? etc. (option, unknown timing) -> final IE7 English (Q4) -> final IE7 foreign languages (unknown at this point, I believe, but likely to be simultaneous with or a few weeks/months after IE7 English)

Previousl foriegn roll-out have taken about a week, with some delays on Chinese. I think Mid-September is very cautious. Lets face it they ought to be getting faster not slower!

Any possibility for IE7 for Win2k? I still can't use it.

Does RC means automatic download?

You were right nontheless. I also said it would be out in "2 weeks" recently.

Now, let's see how many days it will take to double my PPC income :-)

Great news...let the IE7 show begin.

Beating even RDs wildest predictions, I had this one chalked in 31st Aug.

And I was still thinking late September, kudos to RD for sniffing this one out. My "friend" at Microsoft send me an email yesterday still saying that release date was yet to be announced, but with a "winkie" on it! I should have known something was up, the release of IE7-RC1 should start things in motion nicely.
