Not only do providers want to make ppl's sites slower that don't pay a fee to the networks but now they are officially going to start charging to send email

To be fair though, and as someone who works in the space, unchecked spam mail is hindering further development of the internet as it is. Not sure this is the solution, but mass marketers do need economic incentives to tailor their mails more than they do today. Anti-spam is not an elegant solution.

I put forward a proposal at least 12 months ago on DNForum for there to be a levy on Email as an effective way of eliminating Spam and other quasi legitimate forms of junk mail. I think this is a brilliant development. There has never been a requirement for legislating against junk snail mail simply because to some degree there are limitations due to cost.
