But surely this wasn't a "last minute decision" by M$oft to reduce ActiveX support in Vista? Perhaps all these Korean banks should have been preparing for this change a while ago?

Any bank relying on ActiveX is not going to get me as a customer. "Security" and "ActiveX" do not fit well in the same sentence.
