Some idn characters were blocked because they look way too much like other idn charcaters. or ascii as well

The German language is phasing out ß , deciding to use ss instead.
Look's like nameprep has this rule built in.
(All IIRC stuff, YMMV, IANAL etc etc)

The long ſ is also mapped to s. Congreſs.com goes to Congress.com.

The long ſ is what makes up ligature doubles s, or ß, being comprised of the italic or cursive ſz or ſs.
