Why I can't register this IDN?

Explain wich is the deal please?

Some idn characters were blocked because they look way too much like other idn charcaters. or ascii as well

Now why if you copy and paste ß.com go to ascii ss.com if is block?

The German language is phasing out ß , deciding to use ss instead.

Look's like nameprep has this rule built in.

(All IIRC stuff, YMMV, IANAL etc etc)

The long ſ is also mapped to s. Congreſs.com goes to Congress.com.

The long ſ is what makes up ligature doubles s, or ß, being comprised of the italic or cursive ſz or ſs.
